VEHICLE REGISTRATION NUMBER

- Concerning two-wheeled vehicles, if the front number plate (200mm x 100mm size) does not have enough space to display the numbers in one line or the standard format, then the registration number can be split into two lines.
- There are vehicle types with the rear not having enough space for a two-line display, therefore being able to show the number in one line is sufficient.
HIGH-SECURITY NUMBER PLATE / HSRP MANDATE (POST-APRIL 2019)
For vehicles produced on or after 1st April 2019 High-Security Registration Plates including the third registration mark, if any, shall be obtained from the vehicle manufacturers by the dealers. The dealers will then put the registration particulars on the vehicle and place the plates on the vehicle.
These plates without RC registration particulars may be placed on old vehicles by dealers once they put on the needed registration particulars.

Sizes of RC License Plates According to Classes of Vehicles and registration plate details
- Two wheeler RC Vehicle’s number plate Size: 200 mm × 100 mm (Bike, motorcycle, scooter, moped, auto-rickshaw, tempo, motorcycles with sidecars, quadricycles, e-rickshaw and e-cart)
- For light motor vehicle’s (LMV-NT, LMV-TR) number plate size: 340 mm × 200 mm or 500 mm × 120 mm (Light motor vehicles and passenger vehicles For cars, jeeps, vans, Pick-ups, Light Truck, Light Bus, and LCVs type of vehicles RC)
- For Medium and heavy commercial motor vehicles (MHCVs) RC Vehicle’s number plate size: 340 mm × 200 mm or 500 mm × 120 mm (Bus, Trucks, tippers, trailers, multi-axle vehicles and other combinations)
- Powers tiller RC Vehicle’s number plate size: 285 mm × 45 mm
- Combine Harvesters RC Vehicle’s number plate size: 340 mm × 200 mm
- Power tiller coupled RC Vehicle’s number plate size: 200 mm × 100 mm
- Construction equipment vehicles’ RC number plate size: 500×120 mm or 340×200 mm 200×100 mm or 285×45 mm depending on the equipment size and availability of size.
NUMBER PLATE POSITIONING GUIDELINES
- Light motor vehicles have a center with great illumination for displaying RC registration numbers.
- Registration numbers are displayed on the rear of most propel-driven vehicles, this enables the numbers to be displayed in a line format.
- This is not the case for motor cabs and passenger cars, and their unmistakable constricted display.
INTERIOR NUMBER PLATE DISPLAY REQUIREMENTS
- For buses and contract carriages: The divided registration number is to be displayed on the partition of the operator and passenger seats.
- In the absence of a divider, it should be located on the driver’s left side on the interior front there of above the seats.
- For taxis and motor cabs:The registration number is permissible for showing on the vehicle’s primary cabin screen.
REGISTRATION TEXT FORMAT RULES
All registration number(s) must include:
- Alphabetical English letters
- Numerical Arabic digits
HSRP NUMBER PLATE MATERIAL & SECURITY FEATURES
- The RC vehicle registration plates shall consist of 1.0 mm solid aluminum as per AIS:159:2019 and its amendments until the BIS standards under the BIS Act, 2016 are published.
- The edges and corners shall have a safety rounded (approx 10 mm radius) embossed border.
- They must be hot stamped and the reflective material should have a legibility period of not less than 5 years.
- The letters including borders should be hot stamped for durability.
- Marking “IND” on Plate: “IND” letters in blue color shall be positioned on the left center of the RC number plate.
- The font size must be one-fourth of the registration numbers.
- These RC details must be hot stamped making it permanent for the plate.
NUMBER PLATE ANTI-COUNTERFEIT MEASURES
- They must have Anti-counterfeit features like a chromo hologram (hot stamped & non-adhesive) for use on the RC plate.
- A specific 10-digit ID should be etched into the reflective material using a laser. The stamping foil shall have a security feature indicator.
VEHICLE NUMBER PLATE (HSRP) COLOR CODING REGULATIONS
Standard Vehicles:
- Normal bus with no advertisement: White background with black inscriptions.
- Commercial vehicles: Yellow background with black inscriptions for regular gas buses.
- Electric buses: Green background with black inscriptions for battery and electric vehicles.
Trailer Vehicles:
- Main trailer plate: Yellow background with black inscriptions for upper left side.
- The number on the trailer for the towed vehicle: Black color on yellow reflector background on the right rear side.
REGISTRATION STICKER & PLATE INSTALLATION
The registration sticker must show the official registration number clearly. The issuing RTO authority will issue the normal registration number as the registration number. If this sticker becomes defaced or missing, the registering RTO authority will replace it.
The RTO license plate must be fitted to the back of the vehicle by the owner of the vehicle using a permanent rivet-type fastener that cannot be undone single-handedly or reused.
NEW VEHICLE NUMBER PLATE ISSUANCE PROCESS
As “for new vehicles”, the manufacturers together with the registering RTO authority will issue the registration plates that comply with all the stated terms.
USED VEHICLE NUMBER PLATE REPLACEMENT GUIDELINE
“For used vehicles” which have been previously registered, the license plates can be obtained from the vehicle manufacturer or any registered dealer of the vehicle. They may also be acquired through any relevant authorized number plate manufacturer sanctioned by the State Government or Union Territory Administration.
GOVERNMENT STANDARDS FOR NUMBER PLATE COMPLIANCE
Oversight of the issuing of secure registration plates shall be done by the Central Road Research Institute, New Delhi or any other approved body.
